It's Southern, but I can't find anything that says it is racist. My brothers and sisters used to say that when we were in grade school. If you find anything different, let me know.

(Note: Apparently the Urban Dictionary says it is a vulgarity describing female anatomy. Who knew? I stick by my grade school definition of just a silly saying until proven wrong.)
