I guess that the appeal isn't even necessary then!!!  They can just take him for his word!!!!!!  I'm sure there's a sure-fire, indisputable reason for missing multiple tests!!!  

That "new phone" excuse is bound to hold up when it's heard by neutral arbitration!!!!
