How is it in shambles? The secondary isn't the problem. Sure. Adam Jones got beat deep, but other than that the secondary has held their own.

The biggest problem on defense is both Vinny Rey and the defensive line. They aren't finishing plays at all. They'll get pressure and have opportunities but never finish.
