That's just not the case.

Every team has a short yardage specialist, which is Hill.  Every team has a third down back, which is Gio.

Outside of run/pass probability due to down and distance (ex 3rd and less than 1 vs. 3rd and 12), nothing is telegraphed by who is in.  Hill gets 2 drives as the feature back, followed by 1 series for Gio with each spelling the other as needed during those drives.  If Jeremy, on his feature drive, breaks a big play and wants to be spelled, the next play is not a pass because Gio came into the game.
