Fred is absolutely right. PFF has rated the Bengals OL one of the best for the past few years at least. They even mention it in the link providing in the OP.
"For years, the Bengals had one of the league’s best lines..."

Where the discrepancy would always lie when people argued this topic the past few years or so was "Player X is bad" vs "Well, the OL as a whole is ranked really high". Kind of like "Paul Janish sucks" vs "When he plays, the team as a whole performs better".

This year, not only is the OL uncharacteristically bad, but two players specifically were identified as the main culprits (one who has been labeled the weakest link for the past few years).
Zac Taylor 2019-2020: 6 total wins
Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Patience has paid off!
