Agreed. Year to year there's fluctuation. Ranking QBs in tiers is probably more fair than assigning an exact number. The only reason exact numbers are brought up is so anti Dalton guys can say he ranks around 16th as a way of calling him average, and the pro Andy guys can say he's top 10 (above average/good).
