Why don't the Bengals cut players?

How about the game this year--I think it was a Steelers game--where he gave them three first downs in a row with bone headed, hot headed plays?  He cannot be trusted to keep his composure.  Teams will turn up the heat on him, like the Steelers did, and he will explode.  His career is done.
