According to the charts I've seen, pick #41 is worth 490 points. So if the Bengals were to trade #9 plus AJM (#41 in the scenario you mention), it'd be ~1840 points.

That would be enough (theoretically) to jump up to #4 overall. And honestly I'd consider it if Solomon Thomas is sitting there at 4.
And that might even make sense if JAX is ready to move on from Bortles, as they would essentially get a QB and just pick 5 spots later.
