Some analysts and rankings still consider Foster a top 10 pick based on talent. So yes if the medicals checked out and assuming the diluted test was what he said it was caused from.
With that said, in places I see Foster in the top 10, I also see Howard. In those, Howard is typically considered a better prospect than Foster (e.g. Howard 6, Foster 10).
