This is a rather lengthy post but if you are bored at work maybe it would entertain you.
I think the Bengals can make some moves in the draft if the draft falls their way. I know the Bengals are not traditionally a trade up and down team but this draft and the depth in the middle rounds could and should cause the Bengals to be more active especially with a wealth of picks.
My first situation is Jonathan Allen falls to the 9th pick.
Cin trades pick #9 to Was for #17 and #49
Reasoning: #9 (from Cin) Was selects Jonathan Allen, DT, Alabama
Washington moves up to grab Allen in this spot. Their rush defense needs major improvement to deal with Elliott and that offensive line and they get the help they need with this pick. Most importantly Washington has 10 picks in this draft and if they feel they are getting a top 5 talent in the 9 slot with the lack of difference making depth in this draft of interior linemen, I can see this being a viable trade.
Mock draft #1
(from Was) #17 Cin selects Taco Charlton, DE, Michigan
#41 Cin selects Joe Mixon, RB, Oklahoma
(from Was) #49 Cin selects Zay Jones, WR, ECU
#73 Cin selects Ethan Pocic, C/G, LSU or Dorian Johnson, G, Pitt
Mock draft #2
(from Was) #17 Cin selects Dalvin Cook, RB, FSU
#41 Cin selects Dion Dawkins, OG/OT, Temple
(from Was) #49 Cin selects Zay Jones, WR, ECU
#73 Cin selects Tarell Basham, DE, Ohio/DeMarcus Walker, DE FSU
Mock draft #3
(from Was) #17 Cin selects OT Ryan Ramczyk/Garrett Bolles
#41 Cin selects Joe Mixon, RB, Oklahoma
(from Was) #49 Cin selects Zay Jones, WR, ECU
#73 Cin selects Tarell Basham, DE, Ohio/DeMarcus Walker, DE FSU
Mock draft #4
(from Was) #17 Cin selects Corey Davis, WR, Western Michigan
#41 Cin selects Joe Mixon, RB, Oklahoma
(from Was) #49 Cin selects Jordan Willis, DE, KSU
#73 Cin selects Ethan Pocic, C/G, LSU or Dorian Johnson, G, Pitt
Second situation involves Titans trading back with Cleveland to 12 and then moving back up to #9 to take either Mike Williams, Hooker, Lattimore or Adams if any of those are on the board.
Cin trades pick #9 to Ten for #12 and #83
Mock Draft #5
(from TEN) #12 Cin selects Corey Davis, WR, Western Michigan
#41 Cin selects Joe Mixon, RB, Oklahoma
#73 Cin selects Ethan Pocic, C/G, LSU or Dorian Johnson, G, Pitt
#83 Cin selects Daeshon Hall, DE, Texas A&M
Mock Draft #6
(from Was) #12 Cin selects Corey Davis, WR, Western Michigan
#41 Cin selects Joe Mixon, RB, Oklahoma
#73 Cin selects Tarell Basham, DE, Ohio/DeMarcus Walker, DE FSU
#83 Cin selects Isaac Asiata, G, Utah
Mock Draft #7
(from Was) #12 Cin selects Derek Barnett, DE, Tennessee
#41 Cin selects Joe Mixon, RB, Oklahoma
#73 Cin selects Ethan Pocic, C/G, LSU or Dorian Johnson, G, Pitt
#83 Cin selects Jourdan Lewis, CB, Michigan
In this scenario a WR like Malone in a later round would be switched.
#116 Cin selects Alex Anzalone, OLB, Florida
#138 Cin selects Jeremy Sprinkles, TE, Ark
#153 Cin selects Joe Williams, RB, Utah
#176 Cin selects Robert Davis, WR, Georgia State
#193 Cin selects Zane Gonzalez, K, Arizona St
#217 Cin selects Chad Kelly, QB, Ole Miss
#227 Cin selects David Jones, S, Richmond
251 Cin selects Ifeadi Odenigbo, DE, Northwestern
Bengals trade A.J. McCarron to Houston for pick #57 and a conditional 3rd to 5th round pick in the 2019 draft.
Houston misses out on Romo and decide that McCarron is their best option with 2 years left on his deal. It makes more sense to give up their second round pick than to trade up and mortgage their future for a suspect QB class.

(from Was) #17 Cin selects Ryan Ramczyk, OT, Wis
I do not love having to take an OT in this spot but here we are. The Bengals clearly should not just hand over the blind side to C.O. and hope for the best. Protecting Andy Dalton, the franchise QB, should be the highest of priority and with the attempt to re-sign Whitworth even after drafting his heir apparent that is a clear signal to me that they do not think Ogbuehi is ready to take on that role. Ramczyk is not the perfect prospect and the medicals would have to check out but at this point I think you take him.
#41 Cin selects Joe Mixon, RB, Oklahoma
Cincinnati has never been shy on giving second chances and with the addition of several picks they take a chance on a first round talent here. Mixon is a three down back with arguably the most upside at the position.
(from Was) #49 Cin selects Zay Jones, WR, ECU
I have seen this kid mocked all over the second round and even in the early third but since this is my dream mock, I am grabbing him here. Tough, high character, excellent route runner and he catches the football.
(from Hou) #57 Cin selects Raekwon McMillan, LB, OSU
The Bengals add some youth in the LB area and get a solid LB that can play all 3 downs.
#73 Cin selects Cin selects Tarell Basham, DE, Ohio
Powerful DE that can set an edge and rush the passer. Needs to work on diversifying his moves but a high motor, hard working player that has a nasty streak.
Cin trades #116, #138, and #193 to NE for #96
(from NE) #96 Cin selects Sidney Jones, CB, Was
Bengals trade back into the third round with the Patriots to secure what many felt was the best CB going into this draft before the achilles injury.
#153 Cin selects Howard Wilson, CB, Houston
Developmental CB with ball skills and a lot of upside.
#176 Cin selects Zane Gonzalez, K, Arizona St
Consensus top K in the draft and Groza winner.
#217 Cin selects Chad Kelly, QB, Ole Miss
Developmental QB that is coming off of injury that can be stashed on IR without affecting numbers.
#227 Cin selects David Jones, S, Richmond
6'1'' 205 4.43 at pro day. Had 9 interceptions in 2015 and was injured (forearm) last season.
#251 Cin selects Ifeadi Odenigbo, DE, Northwestern
Pass rushing specialist for NW that could be a good developmental player/ practice squad
