Fwiw, this wasn't intended as a "bash Marv" thread. Just found the stats interesting and thought I'd share. Make of the stats what you will.
1999 is just as good a year as any to start. The Browns returned, and the Texans weren't far behind. Outside of realignment, the league hasn't changed much since then.
