They do stand there looking like a deer in the headlights, but i think it's just a natural reaction on a split second play.
A lot of times, yes....but I've seen him standing around after trailing a play, or being on the back end of the play. as my old pee wee coach used to say..."when in doubt, hit some-damn-body!"
