NFL better penalize Browns

Because the league, if it has any sense at all, doesn't want to set a precedent for this sort of thing. If the Browns/Bengals get away with it, do you think half the teams in the league won't try it? Like somebody mentioned upthread, ruling between the Browns and Bengals isn't a big deal, but ruling between New England and Dallas could get mighty awkward for the NFL.
