Make It: You tie it.
Miss It: You are down by 2, you need a FG to win.

You go for 1 now...
Make It: You are down by 1, you need a FG to win.
Miss It: You are down by 2, you need a FG to win.

WHEN makes no difference. The only thing that makes sense is to go for 2 there. Be it first half or fourth quarter.
