It definitely has become easier, but a decent size scouting department is still important, if for no other reason than to be comprehensive and up-to-date (I know the internet is up-to-date, but it doesn't include everything, plus you need scouts to keep track of everything on the internet).
Yup. Sorta like looking for a job. If the Internet (i.e. a resume) was all that was needed, no one would ever need to go on a in-person interview.
