Even if not, I think Smith might be the "safer" pick and require less development. However, I think Edmunds has a higher ceiling.
Ultimately, I think it really could come down to what the Bengals need more. Do they need a more traditional 4-3 MIKE or a rangy OLB?
I see Smith more as the former and Edmunds as the latter.
