I had the impression HD wanted to avoid having to get the city involved.
Additionally you have to dig up and install a septic field, which is pretty much going to be just as costly and invasive as installing pipe to the sewer line.
I know that engineered above ground septic systems run 10-25k, so I can't see where there is a savings going that route.
Another issue is that you can't put vehicles or heavy equipment on the septic field because it can crush the pipes. Depending on what Harley's lot is like that could be a potential problem down the road.
