Actually, I think a lot of it goes back to Paul Brown. And, to carry on, Mike Brown and Jerry Jones seem to be the 2 who most often vote opposite of what other owners want. So couple that with the fact the Bengals *(and sometimes Ravens) are the biggest threats to Pissburgh winning the division each year, and there you have it...
