Road side preliminary breath tests are fairly accurate.
Field sobriety tests are somewhat accurate. It is not as simple as an officer just saying "he looked drunk". They have to be properly explained and each specific failure has to be noted (it takes more than one to find intoxication). But I have seen people fail field sobriety tests that were not under the influence.
