You can be aggressive and still be smart in managing the clock. Obviously the Bengals did one and not the other given they have up a TD with like 8 seconds left in the half. If they run just once there's a good chance that doesn't happen. Grant it, I assume they thought they would be able to make at least 1 completion which would have accomplished the same thing.
