I'm not saying Mike Brown didn't try to make a trade to improve the team. I'm saying he was unable (for whatever reason) to improve the team through trade, whether he tried or not.

There's definitely room for improvement at the LB position, but what bad teams have good LBs on them that the Bengals could have gone after? Which of those players either has a team-friendly contract or expected to hit FA after this year such that the Bengals don't have to take on a large cap hit (beyond this year at least)? What would it have taken to acquire said player(s)?
