I am not even sure I understand what you are trying to say, but lots of back up QBs get chances when starters get injured. It happens to multiple teams every year. Plus back up QBs play a lot in the preseason every year.
Good starting QBs are like good starting pitchers in baseball. There are not enough to go around. There are always desperate teams looking very hard for them. So any time any back up or late round pick looks good on film there is a team willing to give him a chance.
But teams want to win, and they are not going to make some unknown guy who does not look that great their starter just to see if he grows into the roll.
McCarron got a good chance. He was not a rookie. He stepped into a very talented offense. And he did not look as good as Dalton. Then he got shot to start with the Bills, but they were not impressed either. Now he is with the Raiders and still no playing. He just is not that good.
