If it was about winning that is what he would have done because the Raiders were in worse shape than the Bengals when he ecided he was not going to play anymore.

He was signed through 2014 with the Bengals, so the "sitting out" option would've ended his career for all intents and purposes.

His chances of getting a starting gig after sitting for 3 full seasons were none to zero. 

By taking the Oakland option, he was able to deal with an owner who wasn't completely irrational, and hence get out of the deal entirely after 2 years of playing and staying relevant. By going this route, Palmer was able to get to a better franchise by 2013. 
The training, nutrition, medicine, fitness, playbooks and rules evolve. The athlete does not.
