Williams is actually pretty unrealistic.  He resigned with Carolina on a one year deal.  Basically, he's hoping to return to form this year so he can cash in next year.  Why would he then choose to sign with the Bengals with a new coaching staff and learn a new scheme that he may or may not excel in while he's coming back from serious injury when he can stay in Carolina under the same staff and in the same scheme that made him a star?  You can say offer him $1-2 million more than the Panthers, but that could easily cost him 10's of millions under his next contract.  It doesn't make sense on his end.  

People need to get away from this idea that we could've just signed any desired FA by offering them the same or slightly more than the team they signed with.

I just really didn't/don't have faith in Bobby Hart.
And I liked Preston Brown but I liked other LBs more in the under $10 mill a year range. Zach Brown, Jordan Hicks, KJ Wright.
Zac Taylor 2019-2020: 6 total wins
Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. If he can turn this into a playoff appearance, it will be impressive.
