He's a game manager but he's efficient. His health will be the major concern.
I bet it is, Vrabel has made some horrendous decisions when it comes to game management that have directly lost them games. When coaches are looking at potential HC jobs one thing they look at is the QB and their reliance on that guy being "their guy". Many coaches want their own guy, so if you force Mariota on an incoming coach it may hurt their ability to get a top flight coach. I think they give Vrabel one more year, but they most likely are thinking out long term.
Mariota has regressed horribly over the last couple years. He has thrown 24 TD's in the previous two years. I doubt they want to pay him 25+ million a year for that kind of production and that is aside from his refusal to push the ball down the field t times. Mariota may not want a deal there because his lack of success may be attributed in his mind to their lack of weapons, and this year their line. That could leave them looking at a tag north of 30 and I just don't see that, especially with the next two QB classes.
This brings me back to my original premise, if he is willing to take a market level deal that has an out after one year I could see the deal getting done.
