I saw that mock draft on cbssports (it is just a mock at this point, don't know that i'd call it a rumor--unless you're talking about a different source). In the same mock, they have Tua going to the Bengals #1OA.

They have the Dolphins, with 3 first round picks, taking no QB with any of them. 

And of course, in their previous mock a couple weeks ago, they have the Titans taking Burrow and the Dolphins taking Herbert #3OA. That's a pretty big swing in such a short time.

The consensus of all the mocks i've seen do show the Titans taking a QB though.
