Herbert, to me, is somewhere between Haskins and Palmer. Herbert can move like Palmer could and has all of the arm talent that Palmer had. He is not Palmer because of his mechanical inconsistencies which leads to his accuracy struggles. He also struggles under pressure and reading defenses consistently. These are some of the same issues that Haskins had. 

Haskins probably a good comparison. 
I don't think Palmer is a good comparison though, as Palmer was a tree who needed OL to keep him clean. Palmer also was better at going through progressions and came from a pro style offense.
