He was. Now, I’m not saying he was Russell Wilson or anything like that but coming out of college, he could move around and run if needed (again, he ran a 4.65 forty).
This is all I can really find but it is some highlights of his senior season. There are some plays in here where he evaded defenders, runs away from pressure and makes throws on the run etc.

I say surprising because when I think of statues, I think of guys like Brady. Brady has wonderful pocket presence but he isn’t going to really run away from anyone.. Coming out of college, Palmer could run a bit if he needed.
