We aren't into the rebuild yet because we still need 3 O linemen, 2 Linebackers, 2 Defensive Backs, and a QB most likely, that is the start of a rebuild not one already in progress.
They will have around 58 million in Cap next season could easily have over 100 million in Cap if they cut the bad players off the roster. A new Green deal, the Atkins Deal, and Dunlap deal should not be that harmful on a team rebuild.
