Unless I'm mistaken and his contract states he only has to play when the Bengals are doing well and he agrees with everything management does.
If that is the case then it is Mike Brown's job to hold him accountable for it. Unfortunately, Mike Brown has created a business so stale and toxic that cutting or trading people away is a gigantic reward, so through his own sloth and ineptitude he's managed to remove the biggest ace in the hole NFL owners and GMs have to use against petulant players.
