Both guys transferred their senior years and were one year wonder national champtionship QBs
Cam didn't instantly turn the Panthers around, but he did eventually get the to the SuperBowl.
I believe this is what Mantooth is getting at... this stuff takes time.
I don't think I have seen anyone saying Burrow will come in and magically lead the Bengals to the playoffs next year after a 2 win season. Of course it takes time to get used to the speed of the NFL game. That said, you can watch Burrow play and see the traits he has that Dalton lacks. The ability to slide in the pocket to avoid pressure, the ability to make plays on the run when things break down instead of looking to throw the ball out of bounds, elite ball placement on throws down the field, rarely misses a receiver in stride.
Now, those are all things Burrow is showing in the college game, and whether it translates to the speed of the NFL game remains to be seen, BUT there is no reason to think at this point that it won't.
