Honestly, it doesn't really matter if Joe Burrow is worse than Dalton for 2020.
I say this because the team as a whole had 2 wins all season.
With Dalton starting all 16 games, they maybe have 2 more wins.
That's still nowhere near the playoffs.
Also, removing Dalton should free up plenty of cap to go get 1-2 good players to help bolster the team as a whole.
I'd take the potential of Burrow + 1-2 good FAs over rolling with Dalton in 2020.

Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. Ended 9-8 but barely missed playoffs
Changes needed to do better in Sept/Oct moving forward.
