I did watch the whole video.  Multiple different versions of it.  I do not see it as targeting the QB.  Dalton isn't the quarterback anymore, he's a potential tackler.  Bennett is allowed to block him and finish the block.  In a college game I watched this weekend a ref got taken out because an offensive player was finishing a block long after the play was past him and the guy he was blocking had no chance of making the tackle.  But that's what they're taught, keep hitting and blocking until you hear a whistle.  It just so happened that Dalton got worked over.
