Well, if they intend to tell Joe "Declare you won't play for Cincy, we'll trade up to get you.", they just made their first move.
It would be a big mistake to do that though. Mike Brown will probably draft him anyway just to sit him. Mike Brown does not like being told what to do or what not to do. Ask former #1 Carson Palmer about that.
