A closer comparison might be former 1st overall pick Alex Smith.
Smith, coming out of Utah, had it all except for a questionable arm and playing in an Urban Meyer offense.
Highly accurate, intelligent, calm demeanor, ability to scramble when needed.
Difference for Burrow is that he got to play in a pro offense before entering the draft, which puts him above Smith as a prospect IMO.
And Burrow is also criticized for not having an elite arm, but I think it's just above what Smith's was.

I realize Smith isn't identical to Burrow, but he seems rather close (to me anyway).
Zac Taylor 2019-2020: 6 total wins
Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. If he can turn this into a playoff appearance, it will be impressive.
