Thing is that Mike can easily compete with the big market teams because they have the same cap. Mike is just too cheap to use the cap space if he does not have to. Keeping overhead costs at an absolute minimum and riding the cap floor while taking in revenue sharing has made Mike and Family a tidy sum. Management won’t change their penny pinching miserliness because there is no incentive to do so. The NFL does not relegate bad franchises to lower leagues, and promote performers upward a la English Football. If they did, the Bengals would be playing the Edmonton Eskimos in 2020.
