I mean, they had a Hall of Fame QB, so QB was technically a part of what they built, regardless of where they found him. No one's saying you can't build around other things, it's just easier to get there with a QB.
The 99 Rams had Faulk, Bruce, Holt, and Pace among others on offense and a loaded defense as well.
