Patriots jump to the lead for Dalton

I don't see it discussed often or written about by the media, but is there any possibility the Bengals draft Burrow and he sits behind Dalton for a year to never see the field (or at least he doesn't play until Dalton loses a string of consecutive games/gets hurt)?
