"Can be a challenging personality to deal with according to scouts"is the blurb from his combine profile.  Hard to say what the actual rub is, but when scouts are saying he's tough to deal with and the guy has lousey technique, it seems like he's a guy that just doesn't want to listen.  That's speculation, though.
