As for seeing this coming, no not really but there were clues.
Look at the money they stockpiled under the cap. 
Look at drafting at the top of each round.
Look at 2-14.
If not now, then they missed a generational opportunity.  Were the Bengals FO so stupid as to throw this opportunity away?
