In light of the Bengals saying they would spend and did, it seems to me that if they keep Dalton's salary around, fans would almost certainly be thinking that would be money that couldn't be spent on other players.  For that reason, I'd have to think fans wouldn't be too happy about keeping him as a high priced backup.
