Indeed, although that also applies to free agency. Of course the more picks you have in the draft (and the higher the pick) the better your chances and the Bengals have what we hope is the golden ticket with the first shot at a QB.

The third round is valuable for the same reason (if not quite to the same scale) that a QB on a rookie contract is valuable.
