The starter we released, Miller, got more money in free agency than we paid Su'a-Filo.  Su'a-Filo has been a back up since being cut by the Titans in '17.

I hope what people are saying about him being a better fit for our scheme is true, but I can see where some people would consider replacing Miller with Xavier a step back or at best a lateral move.
