Anyone happen to know what the actual numbers are looking like?  And why would some teams be able to get players physicals and conduct signings and not others?  Is NFL policy not equitably administered throughout the 32 teams across the league?

Edit: I just did a quick search, and could find really nothing written on the topic since late March to early-mid April.
