Wasn't his father-in-law the Packer's GM for a while?  Or something like that?  Remember the Packers drafted a few QBs that they would clearly never play without injury and tried to parlay them in to higher draft equity?  Maybe that was their thought with Finley?

Either way, Finley looked pretty bad last year, albeit on a bad roster offense.
