It was a slot blitz by the safety that was lined up over Drew Sample and wasn't recognized pre-snap. If Joe had recognized it he would have dropped it to Sample who was wide open on a short hitch instead he was looking at the deeper route to the right.
Sample did a good job leaving his spot and working with Joe toward the sideline after Burrow escaped.
