It was a shoulder injury. There is no reason he could not have kept his cardio fitness at a top level while out with a shoulder injury.
So how do you know he isn't ready to play 60%-70% of the snaps?

No, smart guy. There are medical staff and trainers. The smart move is to let him play 20-25%, evaluate, move him to 30-35%, evaluate, etc. Instead of just giving him the full load at the beginning then finding out when you lose him for the season he was not ready. I don't know why easing an injured player back into the lineup is only a bad thing when the Bengals do it.
