I agree they've done a wonderful job in rd 2, at least from the 80s on. Don't know about the rest, haven't looked it up.
I disagree if the reason you asked this was to "confirm" that the Bengals would be better off trading back because they're better in the 2nd than they are in the 1st. Technically, it's true but it's not a be-all-end-all, when the guy in rd 1 is rated as highly as Sewell is.
Jonah Williams was a good pick but i wouldn't call him so good that the Bengals couldn't have moved down and gotten more picks. Sewell is too good to move down for an extra pick or two because the ROI is lower, based on the overall projection of talent.
