If Division winners don't get playoff spots then you just have to do away with divisions. But having division races mean a lot more teams are playing meaningful games the last couple of weeks of the season.
It usually is not an issue, but the problem is that the NFL has such small divisions (only 4 teams). That increases the chances of a team with a losing record winning a division.
