I'd actually guess that the Bengals could be pretty desirable, assuming they would offer a comparable amount of money and control as their peers. They have a good QB who's cheap, they have some real talent to build off of, they have a healthy amount of cap space, and they have the #5 overall pick.
Agreed, although I'd only put the Texans as slightly less desirable than the jets. They've got a high pick, but lots of holes, bad management, no clear choice for a qb and a community that wants you to turn that into a playoff team in one season.
